Description

Okay, working on a map of Panem by clues in the Hunger Games books (and one comment by Suzanne Collins).  I assumed a total melt of the ice caps, which would produce a 61m rise in the oceans (science.howstuffworks.com/envi… ), then used the Global Sea Level Rise map (geology.com/sea-level-rise ) to estimate the new coastline. Then getting really wonk-ish about where stuff can be. (Wonkishness warning!!!)

This first map has the areas we have an in-text (or author comment) on the geography for.  Suzanne Collins said that D11 is around Atlanta.  I think we can safely assume this is right -- it fits the description (presuming Katniss and Peeta aren't on a particularly fast train for the Victory Tour).

The Capitol is in the Rockies, with mountains on one side and a large lake on the other.  The mountains are what block it off from most of the districts, so they'd be at the east.  Surprisingly few cities match this geography.   Presuming the Capitol is sited at an existing city, the three that fit the bill are Orem, Provo, and Salt Lake City, all in Utah.  SLC has the largest lake to work with.  So, SLC.

The clue to District Thirteen is more specific than I thought it would be -- their cover was being graphite miners.  There's only one major mine in North America.  It's around Kearney, Ontario.  D13 may not be precisely in Kearney, but it would have to be pretty close to maintain the cover.  (I double-checked, and Katniss says "miners" rather than "producers," so she's not talking about the synthetic stuff produced in the States.)

Katniss is probably not being terribly precise about a "week's walk" from D12 to D13, but she's most likely in the general vicinity.  Assuming a slightly quicker walking pace than average (because Katniss would) and roughly 16 hours a day walking, that gives a 370 mile radius of D13, leaving an accessible bit of Appalachia stretching from the southern tier of New York state to just south of Pittsburgh, PA, with tiny slivers of Ohio and West Virginia (www.freemaptools.com/radius-ar… ). Conveniently, this part of Appalachia is part of the Pittsburgh Seam, a huge deposit of coal. So it fits. Given the accent SC uses to read Katniss, I'm guessing it's somewhere in the part that borders WV, though, to be fair, that accent isn't native to anywhere in the region. Then again, however many years down the line this supposed to be, it would be surprising if we recognized the language, let alone the accents, anywhere.

Next, working back from other clues for more districts.
